To Claim Lump-sum Withdrawal Payments
"Lump-sum Withdrawal Payment"is a repayment that is to be granted by a claim if a person with foreign citizenship contributed to Japan but left Japan in the middle of contributing process. Following conditions are the details of the rule.(To translate in English, some are summarized.)- persons who don't possess Japanese citizenship.
- persons who have paid "National Pension" contributions as a Category 1 insured person(i.e. as a worker, not as a dependant) for (in short,) a total of six months or more
- persons who don't have a place of residence in Japan(only those who had a proper visa on or after November 9th,1994 and then left Japan)
- persons who have never been qualified for receipt of pension benefits(including Disability Allowance)

Please look at the figure above. BLUE LINES denote what you must send to Japan from abroad, when you claim by yourself. ORANGE LINES denote what will be sent to you from Japan. They contain document(s) needed for your claim, as well as your payment.- You must send MANY DOCUMENTS PRECISELY from oversea to Japan.
- If there are ANY DEFECTS in them, your claim will NEVER be accepted, and it can be difficult task for you to find how your claiming process develops and what is wrong if your claim isn't accepted, now that you are oversea. Especially, you need the fluency in Japanese.(Almost all of Japan's public offices use only Japanese, as you foreigners know!)
- If you choose your own tax agent in Japan by yourself, You must send your original "Notice of Lump-sum Payment" to your tax agent. But it will be sent to your address MANY MONTHS AFTER you file your Lump-sum Payment. You will FAIL TO receive your "Notice", though, if you change your address for these months or there are any errors/ambiguities in address you told to Japan's offices, so you will FAIL TO refund tax.
- Besides, you will FAIL TO receive your unaccepted claim that will be sent back to you from Japan's authority if there are any defects.
Please look at the figure again. Of blue lines, LINES THAT PHASE OUT denote what we can claim on behalf of you in Japan. When we are designated by you as your agent, you can send us all the needed documets before your claim is done.

We tell you the point you must take notice. Once you receive Lump-sum Withdrawal Payment, your contribution period to Japan's pensions will be excluded from the "Period of Coverage" in the "International Social Security Agreement" , mentioned in the previous page. So persons whose home countries have "International Social Security Agreement" with Japan should think carefully. You should decide after comparing the advantage of receiving Lump-sum Withdrawal Payment from Japan, with the disadvantage of failing to save your contribution period in Japan. Generally speaking, it could be a good option for even people of citizenships that can totalize period mentioned above, to get lump-sum rebate instead of totalizing your contribution period in Japan with that in your home contry, if you work/worked in Japan relatively a short period. In other words, around 3 years or less. Because there is a ceiling to periods that allow the sum of Lump-sum Payment to increase according to your contributing periods. (see the example in this page)
